First define whether "psychological" means conscious report, unconscious representation, or non-neural process; the first two can be tested in about 150 people using randomly timed stimuli, visual masking, simultaneous electroretinogram and EEG recording, and time-windowed TMS with sham stimulation to test the causal necessity of visual cortical processing, about 12–18 months; using delayed report and no-immediate-report conditions to reduce response preparation confounds; the third interpretation, if lacking an independent measurement index, cannot be adjudicated by EEG timing.

Specificity of Seth's formulation
If "psychological" means conscious experience, the strong temporal-order version is challenged by evidence of unconscious processing; if it includes all unobservable antecedent mental processes, it lacks distinguishable predictions; thus the overall assessment is untested.
Note
Pre-stimulus brain activity may arise from expectation, previous trials, or filtering leakage; it alone cannot prove perception precedes transduction; disagreement among mainstream theories of consciousness does not automatically support a non-neural ontology.
