Adjudicating experiment
Currently, no experiment can directly adjudicate EE/CU because there is no definition of the units, detection method, or consciousness criterion. First, develop a computable model over 6–12 months that specifies at least one quantitative observational difference that EE/CU necessarily add beyond standard physical models; only after this step can a 12–24 month study of approximately 100,000–1,000,000 events with independent repeated physical measurements be designed. Alternatively, for material information integration or perturbation response comparisons, at least three categories of biological and nonbiological systems with about 30 independent samples each can be used, but these indicators alone are not sufficient evidence of phenomenal consciousness.

What it would overturn
If independent evidence shows that simple nonliving matter has experience, this would modify the hypothesis that phenomenal consciousness requires specific complex functional organization; however, merely proposing new material units is insufficient to prove consciousness.

Specificity of Seth's formulation
The names EE and CU add ontological postulates without providing mass, interactions, combination rules, or consciousness measurement, so they offer no more distinct predictions than generic panpsychism.
