The original ontological assertion is currently undecidable: no definition of how consciousness generates atoms independently of matter is given, nor are observational predictions differing from the evolution of the physical universe provided. A weaker, non-equivalent developmental hypothesis could be studied: in approximately 200 infants, conduct natural sleep and wake high-density EEG, sensory evoked responses, and behavioral tracking at birth, 3, 6, and 12 months over about 2 years, comparing the developmental order of internally generated activity and integration capacity for external stimuli. Infants cannot report dreams, so the study cannot adjudicate whether dream consciousness precedes waking consciousness, much less prove that the earth is constructed by dreams.
