Adjudicating experiment
Approximately 100 participants complete perceptual judgment, inner speech, and nonverbal reasoning tasks; an additional ~30 undergo intensive fMRI recording; each with 4–8 sessions over 12 months. Use masking and attentional manipulations to distinguish unreportable processing from reportable thoughts, testing whether information from the former predicts subsequent thought content and adaptive decisions; compare a 'dedicated translation stage' against distributed representation models using held-out tasks and causal interventions. One must first specify which outcomes would falsify the translation model.

What it would overturn
A weak interpretation need not overturn mainstream views; if a necessary and independent translation stage is found, it would revise models in which reportable thoughts are directly realized by distributed neural representations.

Specificity of Seth's formulation
'Thoughts represent inner processing' overlaps heavily with existing cognitive theories; it does not specify the source of inner data, translation rules, or failure conditions, and currently has no unique predictions.
Note
Using external algorithms to decode brain activity does not prove that an internal 'self' reads data in the same way.
