Adjudicating experiment
Approximately 900 participant pairs, each with 12 short tasks, over 18 months. Randomly cross receiver states of focused attention, mild distraction, and Ganzfeld relaxation, with sender conditions of active sending, passive viewing, and no-sender. Record attention task performance, awareness, and sleepiness, matching duration, expectation, and scoring procedures. The primary test examines the interaction between attention state and sending instruction, and tests whether passive sending exceeds no-sender. Preregister minimal differences and equivalence bounds to avoid misinterpreting a nonsignificant active condition as inability to actively send.

Specificity of Seth's formulation
The claim that active sending is inhibited and passive allowing is better is a discernible directional prediction; however, noise reduction, distraction, inward attention, and hypnagogia cannot be merged into a single state.
Note
'contested' applies only to the state-modulation portion of existing studies. The absolute claim that 'cannot actively send by will' still lacks direct confirmation; after failure, one cannot post hoc claim that participants had not truly allowed.
