Separate perceptual changes from external changes: approximately 300 participants complete expectancy cue and ambiguous visual stimulus tasks, with photoelectric sensors independently recording actual stimuli; additionally, intentional versus non-intentional conditions, with remote isolation of random sources, continuous raw data storage, and pre-fixed target statistics. The project lasts about 12 months; the random source portion should compute effective sample size based on independent time blocks rather than individual random bits, with pre-specified minimal deviations for independent replication. Only if external instrument readings change with randomly assigned intentional conditions does the physical world component approach testing.

Specificity of Seth's formulation
The perceptual part is compatible with predictive processing; 'consciousness dominates probability' is stronger but does not specify which probabilities are affected, the magnitude, or boundary conditions.
Note
The observer in quantum measurement does not automatically refer to a conscious person; perceptual bias and external physical change must be separate endpoints.
