Adjudicating experiment
First, require the claimant to commit to a manipulable derived prediction: intention can alter physical random events with no conventional connection. Approximately 1,000 people, each completing 200 fixed-duration blocks, randomly alternating intention, passive observation, and no-person conditions; use random sources based on different principles, pre-generated control streams, and independent environmental sensors; blind researchers and analysts; control for device drift and trial dependence; publicly release full data. The project lasts about 18 months and is replicated by a second team. A null result constrains this causal version but cannot rule out idealism compatible with all physical observations.

Specificity of Seth's formulation
"The world is formed from the inside outward" does not specify when, how much, or in what way it deviates from physical predictions; it becomes testable only after adding an intention effect, but that experiment is not a test of the origin of the entire world.

Perception influenced by prediction, belief, and attention does not mean external events are created by mental activity; physical interactions in quantum measurement also cannot be directly interpreted as requiring a conscious observer.
