Adjudicating experiment
For the newly added meditation question, approximately 450 meditation-naive participants could be randomly assigned to meditation, an active control matched for expectancy and social contact, and a waitlist. The intervention lasts 6 months; gray matter volume and cortical thickness are scanned at baseline, 3, 6, and 12 months over about 2 years. Randomization allows estimation of the causal effect of the training protocol on brain structure; however, behavior, respiration, and neural activity are all components of training, so even a positive result cannot distinguish consciousness creating matter from experience-dependent neuroplasticity. The original ontological claim has no uniquely adjudicative experiment.

What it would overturn
Only independently proving that material forms are produced by consciousness without dependence on existing physical processes would challenge the assumption of physical causal closure; training-related neuroplasticity would not.

Specificity of Seth's formulation
The claim 'always precedes' has broad scope but offers no observational predictions distinguishing it from physicalism, dual-aspect theory, etc.; temporal precedence in longitudinal data is not ontological precedence.
Note
One should distinguish testable brain-dependence relations in neuroscience from consciousness ontology: the former has abundant evidence, whereas the latter cannot be judged as experimentally refuted solely because it is non-mainstream, nor can it be proven by meditation imaging.
