Adjudicating experiment
The claim is split: ~200 participants complete a pre-registered perceptual learning experiment, comparing judgments, EEG, and subsequent memory for the same physical stimuli under different expectations; two measurement sessions over a total of 6 months can test whether perception changes the receiver's state. For the second part, if insisting that "no independent information exists," one must first provide observable predictions that differ from ordinary perceptual constructivism; otherwise, no finite sample or period can adjudicate.
